Visa:

Make sure your passport has more than 6 months expiration time. Most countries may apply visa in Taiwan airport. If you still need visa, please contact our embassy/cultural center office. (Your passport needs to have more than 2 blank pages at least for visa.)

Airport:

Taoyuan International Airport: http://www.taoyuan-airport.com/english/Index/(via bus: NT$150=US$5, 50 minuties to Downtown Taipei. You may choose a route passing by MRT.)

(via taxi: NT$1500=US$50, 50 minutes to Downtown Taipei.)

(via shuttle with fee, in airport 1 and 2 terminals: to HSR Taoyuan Station, then 10 minutes to Downtown Taipei Rail station, and from there, via MRT to anyplce.)
